    National Brazilian urban policy has laid the groundwork for favelados to begin to claim their right to the city. The Rio de Janeiro municipality has diverted and manipulated them in preparation for past and upcoming mega-events. This evasion of urban policy in planning practice has effectively contributed to the displacement of over 77,000 favelados between 2009 and 2015. In this examination, I employ methods of design thinking to reveal ways in which favelados may be able to make more informed decisions about their land tenure and land rights, and claim a right to the city, through the creation of a land rights instrument, Coletivo Favela. 

    Coletivo Favela is built upon three distinct components to create a comprehensive body of knowledge and resources for favela residents: education, legalization, and collectivization. Additionally, Coletivo Favela’s continuous success will be measured in three ways. The first is embeddedness. This proposal must be embedded in the site itself, as it must be handed over to actors within the specified territories. The second is reflexiveness. The instrument must be given to actors within the community, who will adapt and change it over time. The third is hysteresis. This instrument should be a time-based system that can generate transgenerational social resilience against displacement. coletivofavela.github.io/Coletivo_Favela
